When director Jaap van Heusden tries to make a crime thriller about the infamous quotebende, together with the residents of ‘the Spoorwijk’ in the Hague, he gets more and more embarked in their stories. Are they the sophisticated criminals as the media has depicted them? Or are they being managed by ‘the system’? Are they with their burglaries at the very nuisance a kind of contemporary Robin Hoods? Or a dangerous mafia gang? Who is the perpetrator and who the victim?
